Overview

Mineral oil hydrocarbons (MOSH and MOAH) remain one of the most challenging contaminant groups for the food and packaging sectors. Recent EU regulatory developments have significantly increased the attention on their occurrence in food, raw materials and food contact materials.

In May 2026, EU Member States delivered a favourable opinion on new maximum levels for mineral oil aromatic hydrocarbons (MOAH) in food as part of the amendment of Regulation (EU) 2023/915. The measures are expected to be adopted in October 2026 and will apply from 2027 onwards, with transitional periods for selected product categories until 2030. The developments follow EFSA's assessment that exposure to total MOAH may raise concerns for human health.

This conference brings together experts from regulatory authorities, official food control bodies, laboratories, research organisations and the food industry to discuss the practical implications of the new requirements. Topics include the evolving regulatory framework, enforcement approaches across Europe, analytical harmonisation, advances in MOSH/MOAH analysis and practical experiences with contamination prevention and mitigation.

Nils Hinrichsen is a food chemist with more than 25 years of experience in oils and fats research. He worked with ADM's Oils and Fats Research Center in Hamburg from 2008 to 2022 before joining CSM Ingredients, where he served as Director of the Innovation Center for Fats, Oils & Emulsifiers from 2022 until March 2026, leading research and innovation in sustainable food ingredients and lipid technologies. He rejoined ADM in 2026.

Michiel Kokken

Michiel Kokken studied Food Science at Wageningen University and has held various quality and regulatory positions at ADM Cocoa and Olam Cocoa. He currently serves as Global Head of Regulatory and Scientific Affairs Cocoa at olam food ingredients (ofi), where he leads regulatory strategy across the cocoa business and the EMENA region. Michiel is actively engaged in several industry working groups, including serving as Chair of the Technical Working Group on Mineral Oil Hydrocarbons (a cross‑sector initiative involving the jute and cocoa sectors), Co‑Chair of the ICCO Expert Working Group on Food Safety, and member of the contaminants and pesticides working group (ECA/Caobisco).

Alexander Montoya-Arroyo

Alexander Montoya-Arroyo has been a Postdoctoral Researcher at the DTU-National Food Institute, at the Technical University of Denmark (DTU) since 2024. He is part of the Research Group Analytical Food Chemistry and the European Reference Laboratory for Processing Contaminants. Earlier he studied Food Technology at the University of Costa Rica and obtained his Masters degree in Biomedical Sciences at the University of Costa Rica, Costa Rica. Afterwards he received his PhD in Human Nutrition at the University of Hohenheim, Germany.

Veerle Vanheusden is a Policy Officer in DG SANTE of the European Commission. She joined the European Commission in 2013, where she worked for four years in the Unit “Pesticides and Biocides”. In 2017 she moved to the Unit dealing with food processing technologies and novel foods, where her main area of activity is the EU policy and legislation on contaminants. She has previously worked in the private pharmaceutical sector.
